Dimensions for Web Banner: 780px by 60px
My Example:
I changed the image size to 780px by 60px (see the Image menu) and I used the View menu to zoom in.
I used the brush tool (I changed it to dry brush) and then I painted blank canvas with various colors.
I used the shape tool to create the stars (I clicked on shape trails to get the white outlines)
I created a new layer for both sets of text
After typing in text and moving it to where I wanted it, I went to layer effects and played with the different effects until I got this outlined loook with shadows and glows. I copied the layer effect for the smaller text box, too, but made some adjustments to make it readable.
Then I merged the layers and saved the image to my computer as a .jpg image.
You can also use the shape tools and shape trails to create interesting background. Then use the brush tool to add color. Lower the opacity so that you can see the lines of the shapes below.
